TOMAS DELANEY S., J.D.
Dr. Delaney, the Founding Partner of the firm, has more than 40 years of experience practicing law within both the Public and Private Sectors. Additionally, he has taught at the university level in the areas Civil, Notarial, Commercial and Corporate Law at the Universidad Centro Americana (1967-1982) and has been a member of the Executive Board of the School of Law and Social Sciences at the same institution (1978-1982). In the Public Sector, Dr. Delaney held the position of General Counsel and Senior Advisor to the President of Nicaragua (1990-1993). He was the Vice-Minister to the Presidency of the Republic of Nicaragua for State Affairs and, as such, among other things, was responsible for Parliamentary Affairs and Legislative Negotiations (1993-1997). Accordingly, Dr. Delaney has been a member of various missions of the highest level of the Nicaraguan Government involved in negotiations related to both national and international matters. In the Private Sector, Dr. Delaney has been a representative for or advisor to various companies, assisting national and foreign investors in establishing and operating their businesses. He is also a frequent speaker and lecturer on topics related to Public, Legislative and Constitutional Law. Dr. Delaney focuses his practice on business investments and institutional affairs.
J. TOMAS DELANEY L., MBA, LL.M., LL.B.
Mr. Delaney is an Of Counsel member who centers his professional practice on commercial, business and investment law. He obtained his Bachelor of Laws Degree, with Distinction, from Universidad Católica “Redemptoris Mater” (LL.B., 1999), focusing his thesis on The Legal Framework of Sanitary and Phytosanitary Regulations in International Trade (UNICA, 1999). In 2001 he is awarded by the United Kingdom with the prestigious Chevening scholarship to study his masters in Great Britain, and obtains his Masters Degree in International Business Law from the University of Manchester, England (LL.M., 2003), by presenting the thesis The Role of the Notary Public in Providing Legal Security to Commercial Contracts between Companies (MU, 2003). Mr. Delaney also has a Masters of Business Administration Degree from INCAE Business School (MBA, 2013). As a public servant he has held the positions of Executive Assistant to the Vice Minister of Finance and Public Credit (2004), Assistant to the Property Intendent (2004-2005) and Legal Director of the Ministry of Development, Industry and Trade (2005-2007). He has been a professor of Banking Law and Civil Law in Universidad de Managua (2005-2006). Mr. Delaney also has experience in the field of business management, having served as Legal Manager and in-house counsel (2007-2013), and General Manager (2013-2015) of Grupo Roble Nicaragua.
OSCAR A. SILVA P., LL.M., LL.B.
Mr. Silva is a Senior Partner of the firm and has dedicated his practice to the representation, advising and legal assistance to corporations and commercial partnerships. After concluding his secondary education in Texas, U.S.A., he earned his Bachelor of Laws Degree, with High Academic Distinction, from the Universidad Católica “Redemptoris Mater” (LL.B. 1999). He graduated as Valedictorian from the Universidad de Valledolid, Spain where he earned his Masters Degree in Business Law (LL.M. 2005). Mr. Silva firmly believes in research and constant training and dedicated his Bachelor’s thesis to the topic of The Limited Liability Partnership (UNICA, 1999) and his Master’s thesis to The Economic Constitution of Nicaragua (Universidad de Valledolid, 2005). He has collaborated on various legal publications including the investors’ guide for the World Bank: Doing Business. Mr. Silva has focused his practice on corporate matters and has represented various national and foreign companies in their establishment, organization and start-up business activities by acting as a Member of the Board or Shareholder representative to important international companies in Nicaragua.
ANNE MARIE DELANEY A., LL.M., J.D.
Dr. Delaney is an Of Counsel member who is a lawyer from the United States specializing in business and commercial matters. She earned her Bachelor’s Degree in Social Sciences, graduating Magna Cum Laude, from the University of Pittsburgh (B.A. 1996) and her Juris Doctorate from Duquesne University (J.D. 1999). Dr. Delaney has experience in the Private Sector as in-house counsel for Wheeling-Pittsburgh Steel Company (2000-2002), where she handled legal matters related to business and commercial issues as well as being involved in the company’s Chapter 11 reorganization process. Dr. Delaney then engaged in private practice with the law firm of Weinheimer, Schadel & Haber, P.C. (2002-2004). She was awarded the Rotary Foundation’s Ambassadorial Scholarship and pursued further studies at the University of Manchester in England, United Kingdom, where she earned her Masters Degree in International Business Law with Academic Merit (LL.M. 2003). Dr. Delaney’s thesis centered on Proposed Anglo-American Personal Property Security Reforms Based on the Uniform Commercial Code of the United States (MU, 2003). She has been teaching law-related courses at the university-level in the Business and Political Science Departments of the Latin American campuses of Ave Maria University (2004-2013) and Keiser University (since 2014). In addition, Dr. Delaney joined the faculty at Duquesne University as an adjunct professor of law (since 2019).
